FUNDING PROGRAMME TO PROMOTE PUBLIC RECOGNITION OF VICTIMS OF NATIONAL SOCIALISM IN EASTERN EUROPE
The DIALOGUE FORUM programme addresses Belarusian, Russian and Ukrainian organisations that work to improve the lives of the elderly in their home countries. We do not focus solely on the neediness of the survivors. Through our support, we want to enhance respect for the life achievements and promote public recognition of the victims of National Socialism. The programme encourages people to use the potentials of local social systems and to establish sustainable on-site institutional structures for the victims of National Socialism. The Foundation EVZ provides EUR 1.2 million each year for this purpose.
The target group of the funding programme covers people who suffered under National Socialism, including former concentration camp and ghetto inmates and forced labourers, as well as Soviet prisoners of war. Participation of others from all generations in organising joint activities or volunteer services is also encouraged. Funding goes to organisations in Belarus, Ukraine and the Russian Federation.
Coordination by on-site organisations
The Foundation EVZ has handed over the organisation of the funding programmes to national executing agencies in Belarus, Ukraine and the Russian Federation. These partner organisations are responsible for publicising and managing the programme and for supporting and networking the funded projects. Ten years of “Dialogue Forum”
Since 2009, 438 projects have been approved as part of the “Dialogue Forum” funding programme with a total of more than 11 million euros: 120 projects in Russia, 141 in Belarus and 177 in Ukraine. The activities of the projects funded include social gatherings in the neighbourhood area or at home, visits and support services, generational theatre, joint excursions and other offers of support and social participation for the elderly. The EVZ Foundation usually finances personnel and material costs for terms of one to two years.

The EVZ Foundation also works with two other humanitarian aid programmes, “Partnerships for Victims of National Socialism” and “Latscho Diwes”, to support the commitment of civic institutions to the survivors of National Socialist persecution.
Programme support activities
In addition to promoting exemplary individual projects, the EVZ Foundation also invests in supporting activities designed to secure the programme in the federal states and support the victims of National Socialism more sustainably. The programme sponsors organise training courses and networking meetings for the organisations receiving funding, and they support the projects by providing advice and monitoring visits. As in Ukraine, for example, they serve on committees for senior citizens and social policy, representing the interests of the survivors of Nazi persecution. Independent experts from the respective countries advise the Foundation and the programme sponsors in selecting projects.
